About Factum
Facts, not assumptions.
Factum is Latin for "a thing done": a fact, established and provable. It is the standard every engagement is held to. We deal only in what can be verified, documented and stood behind.
Factum Investigations is a licensed investigation firm based in Newcastle. We work for insurers, self-insurers, employers and solicitors across the Hunter, Central Coast, Mid North Coast and New England, conducting factual investigations, surveillance, incident and workplace investigations and aerial scene capture. Each matter is scoped in writing at referral and delivered as a written report with supporting evidence.
We operate without a public-facing profile. We do not name clients, publish case studies or list staff, and we do not confirm to anyone outside an engagement that it exists. What can be checked instead is our licensing, our qualifications, the standards we work to and the process we follow on every referral.

Factum Investigations is licensed under the Security Industry Act 1997 (NSW). Licensing of investigators in New South Wales is administered by the Security Licensing and Enforcement Directorate (SLED) of the NSW Police Force.
Operating within the law
All work is conducted within the Surveillance Devices Act 2007 (NSW), the Workplace Surveillance Act 2005 (NSW), the Privacy Act 1988 (Cth) and the licensing conditions that govern private investigation in NSW.
Standards
The standards our work is structured around.
Our reports record what witnesses said, what we inspected and what the documents show. They do not offer opinions on medical issues, liability or recovery.
SIRA Standards of practice
SIRA does not license or accredit investigators. Its Standards of practice set expectations for workers compensation insurers, and we structure our work so that insurers can meet them. Factual investigations follow the expectations in Standard of practice S24. Surveillance follows Standard of practice S25, as amended in December 2025, and the Surveillance Devices Act 2007 (NSW).
Motor Accident Guidelines
For CTP claims we work to Part 4 of SIRA's Motor Accident Guidelines, which require a licensed investigator under the Security Industry Act 1997 and set their own rules for interviews and surveillance.
General Insurance Code of Practice
Public liability claims are not regulated by SIRA. For general insurers we apply the claims investigation standards in the General Insurance Code of Practice, including its interview protections.
Regulatory references on this site were checked on 1 October 2026. SIRA has announced a review of all Standards of practice during 2026, and we update our processes when standards change.
How we work
A short code of conduct.
- We accept instructions only for a lawful, legitimate purpose.
- We investigate to establish fact, not to build a case for a predetermined outcome.
- We do not assist with any investigation intended for harassment, intimidation or harm.
- We keep client identity and matter details confidential.
- We document evidence with a chain of custody from collection to report.
- We write every report on the basis that the worker and their representatives may read it.
- We say when something is not lawful or achievable, rather than take the referral anyway.
